A choice between Tweedledum & Tweedledee

You've got it backwards.
Porter (Port Air - geddit?) exists to provide an excuse for the TPA to continue its questionable (the kindest word I can think of to describe an organization that doesn't fulfill the mandate it needs to exist, and that doesn't abide by the regulations that were put in place to direct port authorities) operations on the waterfront. These mostly include fumbling developments that could be helpful to Toronto, like the fast ferry, and promoting ones that diminish the quality of the harbour, with a bit of pork-barrelling on the side.

The TPA has put an inordinate amount of money into Porter (an ostensibly "private" for-profit corporation) because it needs the legitimacy of some kind of business in its podunk harbour. And let's not forget that Porter has "bought" from the TPA almost all the entire airport except the land.

In short, a false distinction between Tweedledum and Tweedledee.
