Until the TPA comes clean on just how it will pay for the tunnel without spending any of its assets - that are very clearly public assets - and is not in any way going to guarantee any private financier for any of its investment in the TPA's bizarre tunnel fantasy, we can only assume that public assets will be used - or put at risk - for this tunnel.
