TPA "misleads" on noise study

The TPA misleads.

 The "comprehensive noise management study" was nothing of the kind. The TPA's consultants stated: "the scope of the study was broadened to include the development of an acoustical model of the general TCCA operating area and surrounding communities".

 This model was never completed.

 The report, labelled "interim", was never finished either.

 Data that was collected in order to calibrate that unfinished model indicated numerous spikes in noise from the airport to unacceptable levels.

 The report was at http://www.torontoport.com/reports/BBTCA-NoiseMgmtInterimReport-Feb2010-V8s.pdf but has now disappeared. It is available from CommunityAIR.

 While the TPA was correct in saying that the report recommended restrictions on engine run-up and idling noise, it omitted these facts:

 ** the community has never had the opportunity to comment on the report, as the only meeting called to present the report adjourned before the presentation was complete and before comments could be made, and

 ** the TPA has failed, since its release in February 2010, to develop and publicize the recommended aircraft engine runup policies and procedures.

 A runup is a regular engine maintenance procedure that requires jet engines to run at ear-splitting full throttle for ten to twenty minutes.

 And for the TPA to spend $900,000 in promised runup noise barriers is folly.

 These are public funds.

 The community has no idea whether they will be effective, or whether they will simply funnel the noise in another direction, when there are no directions that are not sensitive to noise pollution.

 Moving engine maintenance runups to Pearson, or elsewhere, accomplishes a better  result at no cost to the public purse.
