Expansion, or shift?

When it comes to the environmental assessment of improvements to passenger facilities it City Center airport, we could call it expansion, or we could use the word shift, as in a shift from jets which produce up to three times the global warming effects of the relatively environmentally friendly turboprops flown by Porter and other users of Toronto City Center Airport. We could call it a move toward fair sharing, from relatively poor communities in Rexdale and Malton to a relatively affluent waterfront. We could also applaud a move which will result in increased and secure access to an important medical aviation facility.
