TPA should stop delaying and pay up

Your information is wrong. The settlement last fall dealt with the minimum amount the TPA agreed was payable, and that was set off against the money owing on the infamous Lastman Council settlement. The balance of the City's claim (according to one City Councillor I spoke with last week) of, now, $48 million is in Federal court, and was adjourned til the Supreme Court of Canada decision, as that case is binding authority for the manner in which the Payments in lieu of taxes are to be paid. With that decision, the Federal Court case is a virtual sure thing for the City - the only remaining issue is whether the valuation on TPA property is correct. Given the principle established by the Supreme Court of Canada, that should not be difficult, and the TPA should stop its posturing and delay tactics and pay up.
It's problem, though, is that it doesn't have the money, and would clearly prefer to spend what it has on things like the proposed tunnel, instead of paying its fair share of taxes to the City.
