fixed - secured placed, immobile
How can a tunnel not secured placed? So How can it not a "fixed" link?
The TPA said it is a "tunnel" so it is not a "fixed" link - a new definition of the word "fixed"

What is "expansion"?
Expand - to increase the extent, number, volume
The Island Airport's volume has increased, the number of flights has increased, there is a new big terminal built to cope with this increase in volume. But the TPA said "We are NOT expanding". Again, they give a new definition to the word "expand".
