I think you are a well meaning sod but I don't think you are listening to us: the TPA never explains and Porter is not required to do so.

Couldn't agree more with your idea of sampling for noise impact - and that is what the TPA should be doing: TPA should be proving that their noise is within limits - not the community providng it is not. But, that is the way our governments like to do things.
