Justifying Island Airport expansion

Some months ago Joe and I engaged in a debate on this blog about noise and the Island Airport expansion.

Joe's position was that the NEF contour limits, that had been established in the Tripartite Agreement, provided safety for the community because it restricted the number of flights, or "movements" into and out of the airport.

I argued that our experience with the Toronto Port Authority led us to fear that they would find a way to produce the numbers they wanted to allow airport expansion. 

That was as far as the debate went because neither of us had the information to back up our point of view, but I think now the issue has been settled.  The Toronto Port Authority wants the airport to expand, and they think they have found a way that justifies continued airport expansion.
