At the "maximum projection" of 212 slots, over a 16 hour operating day = an arrival **(OR)** departure every 4.5 minutes.
This number has yet to be finalized but at least the study claims to have taken helicopter flights into account. I suspect this will keep the final number closer to 172 and not 212. (my humble opinion only)
Also bear in mind that these figures appear to be for all users and not just Porter.
Is there any mention of the 15 or so new noise mitigating strategies being implemented by the TPA? What are the details? Maybe these processes are behind the potential increase in slots.
Let's wait and see what the final report states before rushing to any conclusions.
