Queens Quay Revitalization Environmental Assessment
Waterfront Toronto, in partnership with the City of Toronto, completed a Class Environmental Assessment (EA) Study for the revitalization of Queens Quay in Toronto’s central waterfront. The purpose was to: create a plan for Queens Quay that successfully accommodates the various users – pedestrians, transit, cyclists, automobiles, recreational – while enhancing landscape and the public realm; and to develop and evaluate a number of alternative solutions and design concepts for pedestrian, transit, cycling, and automobile improvements along Queens Quay.
The Queens Quay Revitalization EA Study was conducted as a Schedule C project, as required by the Municipal Class EA. The Environmental Study Report (ESR) documents the evaluations and decision-making process used to reach the recommendations of the study. At its meeting on October 1, 2009, Toronto City Council approved the formal filing of the ESR. This Notice of Completion is being issued on December 18, 2009, which also marks the date of filing and the start of a 30-calendar-day review period* for the public and review agencies.
The study’s recommendations include reconfiguring Queens Quay by locating travel lanes north of the Light Rail Transit (LRT) right-of-way with pedestrian and cycling facilities on the south side of the street. The proposed plan for Queens Quay from Yo-Yo Ma Way to Yonge Street includes:
* One traffic lane plus turn lanes in each direction on Queens Quay;
* A transit right-of-way on the south side of Queens Quay traffic lanes with improved accessible transit platform;
* An off-street multi-purpose Martin Goodman Trail south of Queens Quay between the transit right-of-way and south sidewalk;
* Sidewalks on both sides of the street with expanded pedestrian space south of the transit right-of-way and Martin Goodman Trail;
* Access to all properties from Queens Quay and/or north-south streets;
* Provision of dedicated space to accommodate curb side activity, including short term bus loading;
* A double row of trees framing the Martin Goodman Trail and trees on the north side of the street.

ATTENTION: Queens Quay Environmental Assessment
If concerns regarding this project cannot be resolved in discussion with the City of Toronto and Waterfront Toronto, any person or party may request the Minister of the Environment to issue a Part II Order, which would require the City of Toronto and Waterfront Toronto to carry out an individual Environmental Assessment for this project. The Minister must receive Part II Order requests in writing by January 26, 2010 at the following address. A copy of the request must also be sent to Waterfront Toronto and the City of Toronto. If no Part II Order requests are received by January 26, 2010 the City of Toronto and Waterfront Toronto may proceed with this project as outlined in the ESR.
