The land where the Island Airport is located belongs to the City of Toronto and the federal government.

The Airport is run by Toronto Port Authority.

The new terminal belongs to a company owned by Robert Deluce who also owns Porter.  Now we learn that if you want to use the new terminal, you need to go to them.

So if an airline gets permission to use the Airport, can Deluce say NO to using his terminal?
