Comparing aircraft and pollution

The fact that other airlines choose to use larger aircraft on shorter flight segments is beneficial to the comparison you are making. Why not use the Japan Airlines Boeing 747SR with almost 500 seats that they use from Tokyo to Osaka. The resulting greenhouse gas emissions per passenger on that flight must be fantastically low. Unfortunately, not every airline operates the larger aircraft and the Q400 is the largest aircraft suitable for the TCCA.
We really are looking at 2 different comparisons here - which you partially addressed in your initial posting.
If you compare the options to Ottawa and Montreal then your "narrow" comparison is correct.
But how about all of the other routes that Jazz operates older Dash 8s and regional jets and compare those to the Q400 over similar distances: (Indianapolis, St. Louis, Minneapolis, Milwaukee, Newark, Columbus, Detroit, Nashville, Pittsburgh, Cleveland, Baltimore, Hartford, Richmond, London, Sudbury, Timmins, Sault Ste Marie, North Bay, Kingston, ETC ETC ETC...)
Montreal and Ottawa may suit your comparison because there are larger aircraft used by other carriers on these routes, but if you compare other cities and similar aircraft the calculations favor the Q400. To compare across larger sized aircraft is Apples and Zucchini because when an airline replaces older Dash 8s and regional jets, they consider the Q400 and NOT Airbus or Boeing 737s.
