Wasn't the airport there first?
Not being from the Toronto area I admit I am not fully familiar with the issue of this airport but looking up information on the internet it seems that this airport was in operation long before people started building condos on the waterfront. Is this whole thing really about safety and the environment or more about people trying to limit noise and increase property values? Where I live there is a general aviation airport CYAV that was located outside of Winnipeg in the middle of a field. Noting the close location to Winnipeg the area was developed to include housing. Almost immediately resulting in resident complaints about noise and pollution. Now pilots are forced to fly from the airport a half an hour away to practice maneuvers. Maybe they should have realized that airports generate noise and built their homes in a different location.
