Shut down aviation completely
I am also concerned that in this post-9/11 world that a terrorist could gain access to the aircraft literally seconds from high value targets like the CN Tower and the Rogers Centre, not to mention the financial district targeted by the Toronto 18 so recently."
James, this is ridiculous fear-mongering. Although your use of jargon like "hugh-value targets" is impressive, your analysis is not. If "the terrorists" wanted to use a plane for an attack, one can safely assume that they would want one that is larger that those that fly out of YTZ. Also, to suggest that said "terrorists" would select an airport for the departure of whatever attack they were planning because it was seconds away from their "high-value target" is patently ridiculous.
Ifyou are that concerned about terrorists and airplanes, I suggest that you start lobbying to shut down aviation completely. That is the only way to solve the problem.
