Does Miller have a mandate to close the airport?

I declared that Mr. Miller's election victory did not constitute a mandate to close the airport because he did not have a "majority" of votes but only had the "most" votes. My reasoning for this "simplistic" comment is that many people on the blog consider a vote for Miller as a vote "against" the airport and since he won the election then the majority of Torontonians are against the airport. Unfortunately, this equally simplistic reasoning fails for the same reasons you don't agree with my argument.
Bottom line is that comments like "most people are against airport expansion" or "most people want the airport to close" aren't really backed by anything other than speculation. If there was a proper referendum during the next election to gather airport opinions of ALL Toronto voters - even those near Steeles Avenue, the outcome would go a long way towards directing the next mayor on a prudent course of action.
I don't think the result would be overwhelmingly in favor of one side or the other but it would be nice to know once and for all.
