I’m astounded by McQueen’s defence – If “fixed link” in the regulation really just means “another form of bridge”, then the regulation would therefore prohibit a bridge, and any similar bridge.

Sort of like “This is my brother Darrell and my other brother Darrell” on the Bob Newhart Show years ago.
