Low flights over Algonquin Island

Joe,

A couple of years ago I made a complaint to the airport about a small, noisy, low-flying plane going dangerously close to my house here on Toronto Island. This is not one of the flight paths that planes are allowed to take. I was told that it was an American pilot that didn't know the rules.

So isn't this the job of the air traffic controllers to inform pilots of minimum heights and distances away from residential areas?

In all due respect to your profession, Joe, I have little sense of security knowing that air traffic controllers are looking after us, as we experience many low over-flights per week here over Algonquin Island.
