How long before a disaster?

It was only 8 months ago that a US Airways plane also went down in the Hudson. How much longer can we push the envelope before a disaster will happen here in Toronto harbour? The combination of narrow busy flight paths, small planes with novice pilots, a flying school, emergency helicopters speeding to accident sites and joy riders seeking thrills by flying close to downtown office towers (as I have often observed), houses, condos ferries and pleasure craft on the harbour present particular risks. Yes, the nay-sayers will say an accident could happen anywhere, but it is more likely to happen close to a mixed-use airport with tall buildings and dense population.
