Commercial aircraft generally use the instrument approaches to Toronto City Centre Airport. The approach to runway 08 (which aircraft only use with the wind in the East) allows a descent below 1200 feet AGL only after the planes have passed the shoreline of Humber Bay.
To Worried Mom:
Air disasters happen very infrequently, affect people on the ground even more infrequently, and almost never affect people away from the flight path. That actually makes the approaches to City Centre relatively safe, since the majority of them take planes over water for the majority of their approaches.
