Tiny increments to make it seem insignificant. More slots for the extra planes, followed by more planes to fill the extra spots, followed by more planes. . . .Eventually they'll complain about the safety of overusing runways, followed by more runways, and more planes etc. . . .

The whole island would make for a very profitable large airport. Porter knows this, that's what they're after.
