Will Porter exand using other hub airports?

Is the CCOA a part of the Tripartite agreement, or, is it a stand alone document between Porter and the TPA?
If the CCOA is not constrained by the TRI agreement, it would be foolish for the TPA to hold Porter to the lower number of flights.

With respect to helicopter movements, do the numbers quoted include training flights? I know that at NavCanada we account for flights differently when they are specifically for training. (Speculation on my part) It would not be out of the question for the quoted figures to include training flights. If those flights were deducted from the total, it may bring the number below the 4000 threshold and remove helicopter noise from the NEF formula.

There has been some speculation about Porter launching some expansion using Ottawa as a base eastward and Thunder Bay westward. This would coincide with some level of cooperation with Westjet who does not have a regional affiliate like Air Canada. I agree, it is not the most efficient utilization of the fleet and hub but it beats having parked aircraft. (depending on your perspective of course).
