Is the Toronto Port Authority double dipping?

  An article, City pays while Toronto rents out ferry terminal in a Rochester newspaper asks if the Toronto Port Authority, which has a 14-year contract to collect rent from the City of Rochester even though the fast ferry is defunct, did so while renting space to a film production company.  The space may have included a 3,279 square foot area set aside exclusively for the ferry company’s use.  If so, the port authority may have been collecting rent twice for the same space, a practice that may have violated its lease with Rochester.
