Dear Mayor Miller: I feel distress about noise

Dear Mayor Miller,
Last week I sent you (and others copied here) an e-mail that outlined the distress I have been experiencing regarding the T.C.C.A. and its effect on living conditions here on Queens Quay West.
My home, for the past 20 years, is located at 680 Queens Quay West, 1/4 mile north of and facing the airport. Yesterday I had access to a dB meter and took a few noise level readings from my balcony. Although I focused on Q400 aircraft, I did tke 1 reading of a large float-plane for reference. There was generally a light breeze from the west, so the planes were taking off from east to west. I did not record any landings, which tend to seem much louder when they reverse engines.
These were the recorded results:
11:45am float-plane take off 85.5dB
2:26pm Q400 take off 87.0dB
5:26pm Q400 take off 85.0dB
6:25 through 6:55pm Q400 'warm up' 82.5dB sustained for 1/2 hour!
6:55pm Q400 take off 85.5dB
7:10pm Q400 take off 81.5dB
I would also like to note that these 6 recorded levels do not reflect the true picture of the air traffic volume. In fact, on one day last week I sat on my balcony between 5:20 and 6:30pm and noted 6 helicopters, 5 small planes and 4 Q400's. Happily, on that day the breeze was from the north and so the highest noise level was 83.5dB, recorded at 5:52pm. For reference, a loud motor cycle passing on the street below came in at 81.5dB.
I haven't (as yet) taken any readings from the mainland side of the western gap, but I expect they might be higher. I understand that the Tripartite Agreement places limits on noise levels, hours of activity as well as the type of equipment in use. Are these regulations being enforced? Has the city done a noise level survey recently?
Although I may be on 'side' with those who would like to see this airport closed, while it is still in operation I expect it to follow the rules as set out in the Agreement. As a resident and tax-payer, I ask only for respect.
