Military at the Island Airport

The greyed out aircraft you saw was a military transport aircraft belonging to the Canadian Forces. These aircraft (consistent with military policy just about everywhere in the world) are operating in a manner consistent with our National Defense policies and are exempt from noise, altitude, and other operating restrictions. In the eyes of the law, what the Hercules did was not illegal and therefore no fine will be levied. In addition (and more disappointing), neither the TPA (or any of its parties) have the power to ban the DND from using the airport.

As for the flight tracking, DND aircraft movements are not published to the air traffic control network from which Flightaware and others gather their data. This is so that the general public can't track security flights or other aircraft such as Air Force One.
