There was a time when I went through the tri-partite agreement with a fine tooth comb,
but that was years ago, so I can’t help you now. Besides, I have made no reference to its contents on this discussion board, so I’m puzzled anyway why you’re asking me these questions. You can easily find the answers you’re looking for by referring to a current copy of the agreement.

Incidentally, on your comment about engine stress testing, this was a major issue in the mid 80’s when City Express was operating with several STOL turbo-props, regularly carrying out such tests throughout all hours of the night at the island airport. Frankly the sound disturbance so close to local residents was so extremely loud as to be entirely unconscionable, regardless of whether it was, as you say, “a normal activity at any airport” or not. It was just another reason why the island airport didn’t belong there then, and sure as hell doesn’t now.
