Thank you for your clarification of CARS 602.14.

Please be so kind as to consider the following questions and help me understand the TPA's actions.

Why on January 14, 2008, did the TPA contact the pilot of a P-180 whose plane was tracked at 450 feet over the Ward’s Island Community? Then why January 22, 2009, did the TPA not contact the pilot of a P-180 even though the plane was tracked at 650 feet over the Ward’s Island Community?

Any ideas?

As for your observation - A strict, literal interpretation of CAR 602.14 without the opening clause would make every take-off and landing illegal!
