More on fines of $5000

(Editor's note:  I see I am not the only one who has confused the names.  The posting that proposed a $5000 fine for Porter was made by Joel Rachon, Not David Wilson.)

Just a few questions for Mr. Wilson, and a few other goodies.

Does the Tri Agreement say that noise violators "shall" or "can" be fined $5000.
Big difference between the two.

Also, Can you confirm the number of flights that the TPA can allow Porter to operate. - you mention the reported 240. I have heard the number is closer to 200. Who knows the real answer???
Porter can buy 100 planes if they want to, there is still a limit on the number of flights - this is the ultimate control on the growth of both the airport and Porter and must be acknowledged by anyone who has an interest in this debate. I say this because there are too many comments about unbridled growth at the TCCA. The Tri agreement has contained this limit on flights for as long as it has been around so the "potential" for an airline to show up and actually use all of the slots was always there.

Also, engine runs - as noisy and understandably frustrating as they are to local residents, are indeed a normal activity at any airport. Remember that this is the base for an airline and this is where they conduct 98% of their maintenance. Unfortunately, the engines must be tested prior to returning to flight. This was not an issue when JAZZ was operating because their maintenance base was at Pearson not the TCCA.
