Porter should be fined $5000 for each take off and landing

Here is my understanding of the TPA and the noise of commercial airplanes flying in and out of the TCCA:
The Tripartite Agreement clearly establishes what level of noise ( and the times of the noise) is legal and what is illegal.
The Tripartite Agreement also states that each violation can legally be fined in the amount of 5,000, i.e., those who cause the noise can legally be fined $ 5,000 for every offense.
Independent sources have shown that every time a commercial plane lands or takes off at TCCA, the legal noise level is violated--and should be subject to the $ 5,000 fine.
With the Commercial Airline expansion at TCCA with new planes, there will be a reported 240 landings and take offs--every day.
At $ 5,000 in fines for every one of those violations, daily fines could total $ 600,000.(I'm not sure if those fines can be applied retroactively.)
Why is the TPA not fining offenders as legally laid out in the Tripartite Agreement?
All of us know, that we are legally obliged to pay a fine for every parking offense. And we pay the fine, because we will be taken to court if we do not--and promptly. It's the law.
How can the TPA allow airline operators to continuously break the law and not fine them.
Do some of us citizens of Canada have to obey the law, while others do not.
I believe the TPA has a legal obligation to fine noise offenders at the TCCA who will be breaking our laws every five minutes of every day.
What is your reaction to my hypothesis?
