Pearson should benefit from air travel reductions

Right now, the people who live in the areas surrounding Pearson bear an overwhelming proportion of the environmental costs of the air travel that supports Toronto's wealth and diversity. Reductions in unnecessary air travel, while appropriate, do not affect the issue of environmental equity in any significant way. Any reductions in air travel should benefit the areas near Pearson first.
