"The Liberals clearly hoped their $35-million "legal settlement" would help Porter and the pork authoritarians begin generating enough revenue to fulfill the requirements of the act. The new bill proves the gambit failed: Whatever else it's doing, Porter is not generating nearly enough rent to justify its privileged status as an Ottawa pet. Ergo, new sources of revenue are required."
